Try them and see. Do you know what fringe is? Or chromatic aberration? They are artifacts that appear around the edges of objects in your images. These filters will clean them up for you. You can search Photoshop help for detailed explanations, but...

Fringe in Photoshop means extra pixels that are around the edge of a selected object that don't really belong there. The filter will get rid of them for you, so long as there is enough contrast between these pixels and the main object selected.

Chromatic abberation is (oddly) also called fringe and purple fringe is the most common type. It appears almost as a purple halo around subjects in certain situations. With cheaper lenses it is worse. It must work by finding the fringe and neutralizing it with an opposite color.
